Horizon Recruitment Group is here — why we restructured

After six years of building, Horizon is now a group of three arms. Here’s the thinking behind the restructure — and what it means for the clients and candidates who work with us.

Where this started

Six years ago, Horizon was one desk, one phone and one stubborn idea: that the right person in the right role changes everything. Not incrementally — fundamentally. A single hire can decide whether a programme ships on time, whether a new market opens, whether a founder finally sleeps.

We started in technology recruitment because that’s where the gap between “a candidate” and “the right candidate” is widest, and most expensive to get wrong. A near-miss on a critical infrastructure lead or a transformation programme director doesn’t cost you a salary — it costs you months, momentum, and sometimes the whole initiative.

That obsession never changed. What changed is the scale of the problems clients started bringing us, and the number of markets they needed us in.

Why one brand couldn’t carry it all

As we grew across Europe, Asia and the Americas, the work stopped being one shape.

A retained search for a data-centre commissioning lead in Frankfurt and a multi-year transformation programme in Hong Kong are both “recruitment” only in the loosest sense of the word. Different clients, different rhythms, different risks, and — crucially — different definitions of success. Trying to serve all of it under a single banner started to blur what we actually do and how we do it.

So the restructure wasn’t about looking bigger. It was about being clearer. Clear on which problem each part of the business is built to solve, and clear for clients on exactly where to come.

Three arms, one standard

Horizon Recruitment Group now operates as three distinct arms.

Horizon Recruitment is our specialist search practice — permanent and retained hiring across Data, AI, Cybersecurity, Digital Transformation, Broadband and Tower Infrastructure, Data Centres and Renewable Energy. This is the engine room: deep specialism, live market intelligence, and a relentless focus on the roles that are genuinely hard to fill. When the shortlist matters more than the volume, this is the arm that delivers it.

Henza Consulting is our transformation and delivery arm. Strategy is the easy part — Henza makes transformation actually happen. The most demanding programmes, from a large-scale transformation to a post-merger integration, rarely fail on strategy; they fail on the people and structures behind delivery, and that is exactly the gap Henza closes. It handles the search — programme leaders, change specialists and the delivery talent who hold the pen — alongside the flexible engagement models that make it work in practice: contract, payroll and Employer of Record, structured for whichever market a client operates in, including those where they are not yet legally set up. Its roots are in Hong Kong and Asia, but the work follows our clients wherever they need it.

El Jefe — what it is, and what it’s not

“AI recruiting” has become one of the emptiest phrases in our industry, so let me be exact about what El Jefe is and isn’t.

El Jefe accelerates sourcing — surfacing relevant talent faster so our consultants can spend their time where it counts: on judgement, relationships and fit. It is built to assist our people, never to replace them. A consultant owns every shortlist, and a person always makes the decisions that matter.

That’s one standard, applied consistently, whichever market you’re hiring in.

The early numbers bear that out. Since we launched the tool last month, El Jefe has been shortening time-to-shortlist by as much as 80% and saving recruiters and TA teams more than two hours a day on sourcing — with a couple of active use cases already running.

New leadership across the group

A restructure of this kind needs clear ownership, so two roles are worth naming.

Our Founder Jeffrey Leung will step into two positions — Founder & Group Managing Director of Horizon Recruitment Group, with oversight across all three arms, and Founder & Managing Partner of Henza Consulting. Steven Tremeer joins as Partner, Transformation at Henza Consulting and takes on the role of Group Finance Director across the group. Between search, delivery and the commercial discipline to hold it all together, the group is built to go further than any single brand could.

What changes for you — and what doesn’t

If you already work with us, the honest answer is that the important things don’t change. The same people, the same standards, the same refusal to settle for the second-best shortlist.
